About Cobbora Project
Pacific Partnerships is developing a 700 MWac solar facility and a 400 MW/1600 MWh battery energy storage system (BESS), about 6 kilometres from the township of Cobbora and 20 kilometres south-west of Dunedoo.
The solar facility will have the potential to generate enough clean, renewable energy to power approximately 280,000 average-sized homes and it includes an area that can accommodate a large battery to supply energy on demand. The BESS will improve network reliability by storing excess energy during periods of low demand and dispatching energy during periods of peak demand or network disruptions.
The project solar farm and BESS are being designed with minimal long-term disruption to the land, and current productive sheep grazing is expected to continue when the solar farm is operational.
Construction is expected to start in 2027 for the solar farm and 2028 for the BESS, with electricity anticipated to start feeding into the network from 2030 from the BESS and 2031 from the solar farm. The operational lifespan of the project is 35 years for the solar project and 25 years for the BESS.

Project status
Cobbora Project is currently in the planning and approvals stage. We have undertaken site investigations, environmental and social assessments and early consultation with community, stakeholders and regulatory authorities. Approval from the State and Commonwealth government is required for the project to proceed and we have developed an Environmental Impact Assessment (EIS) and submitted it to the NSW Government at the end of March 2025. The feedback Pacific Partnerships gathered from the community, stakeholders and regulatory authorities helped us to finalise the EIS. The EIS was exhibited in September 2025 and a Response to Submissions is being prepared.
More information on the planning approval process including the Secretary's Environmental Assessment Requirements (SEARs) and other planning documentation and submissions can be found on the NSW Government Major Projects portal here.
