EIS Amendment and Response to Submissions reports being assessed

The EIS went on public exhibition from 3 September to 1 October 2025. All submissions received during the exhibition period received a response from Pacific Partnerships. The Response to Submissions Report and our EIS Amendment Report have been submitted to the NSW Department of Planning, Housing and Infrastructure (DPHI) for assessment. Pacific Partnerships will inform the community once the Project is determined. Meantime you can see its current status and the reports at DPHI's planning portal here.

The Department of Climate Change, Energy, Environment and Water (DCCEEW) will assess the impacts of the project within 40 business days of receiving DPHI's Assessment Report and the Inquiry Report from the NSW Independent Planning Commission (IPC).

EIS assessments complete

The Cobbora Solar and BESS Environmental Impact Statement was lodged in March 2025 with the NSW Department of Planning, Housing and Infrastructure (DPHI) to receive planning approval for the Project.  

We have undertaken twelve months of specialist assessments since October 2024 to address the Secretary’s Environmental Assessment Requirements (SEARs) provided by the Department of Planning, Housing and Infrastructure (DPHI) for the Environmental Impact Statement (EIS). The EIS identifies and measures the potential environmental, economic, and social impacts of the Project, and the management measures to avoid or minimise those impacts.  

During development of the EIS, extensive consultation with the community was undertaken. We would like to thank everyone who participated in our October 2024 information sessions in Elong Elong, Dubbo and Dunedoo and/or provided feedback during this time. Our team met with locals who had their say, asked good questions and provided valuable input to our consultation process which was considered during preparation of the EIS.
